Any protection product (ceramic spray, wax, sealant) needs a dry, contaminant-free surface to bond to. Water spots on painted panels are dissolved minerals; dry it wet and those minerals bake into the clear coat under the sun. Blow-dry first, towel-dry the bits you can't reach, then apply the ceramic spray.
